Every switchboard has a limit on how much load it can safely handle, and that limit was set based on what the house needed when it was installed - long before anyone was thinking about ducted air conditioning, solar, or an EV charger drawing serious power overnight.
Adding any of these to a board that's already near its limit isn't just a compliance issue, it's a genuine safety risk - overloaded boards run hot, and that's how electrical fires start.
